How you’ll make a difference:
The Project Delivery Office (PDO) of the Business Technology Services department in Edmonton is currently seeking a motivated individual to fill the position of Business Continuity Lead.
This position is for a second Business Continuity Lead to augment our capacity and provide redundancy in the role. The Business Continuity Lead role is primarily responsible for the day-to-day management, continuous improvement, and governance of WCB-Alberta’s Business Continuity Management (BCM) program. This role ensures that business continuity plans, crisis management plans, and supporting recovery strategies are documented, maintained, and regularly exercised across business areas.
Working closely with leaders, plan owners, and partners across the organization, the Business Continuity Leads coordinate integration across business continuity, disaster recovery, emergency and incident management, and crisis management disciplines to support a cohesive and effective enterprise response capability. During incidents or crisis events, this role provides coordination and advisory support, monitors adherence to approved plans and escalation protocols, and supports post-incident reviews; it does not assume incident command authority.
As part of the Project Delivery Office, the incumbent may also be assigned to lead or support technology or business projects, leveraging established project management practices to deliver strategic organizational initiatives as business priorities evolve.
This role contributes to organizational resilience by working with departmental business continuity teams to enable continuity of critical operations, advising leadership on disruption risks, recommending practical mitigation strategies, and strengthening operational readiness across the organization.
Your responsibilities:
- Design, maintain, and continuously improve the BCM framework, standards, methodologies, and supporting processes, aligned with recognized business continuity practices and WCB-Alberta’s operating environment.
- Establish and maintain BCM governance, reporting, and program maturity measures to support leadership oversight and informed decision-making.
- Plan and coordinate annual BCM program activities, including Business Impact Analysis (BIA) refreshes, business continuity plan updates, training, exercises, remediation tracking, and related BCM initiatives across business areas.
- Lead or coordinate Business Impact Analysis, risk assessments, dependency reviews, and continuity strategy development to validate critical operations, recovery requirements, and practical recovery capabilities.
- Ensure business continuity plans, crisis management plans, and supporting procedures are documented, tested, maintained, and aligned with organizational priorities and recovery objectives.
- Lead and coordinate the design, delivery, and evaluation of business continuity and crisis management exercises, including enterprise-wide and business-area-specific exercises.
- Work closely with business leaders, plan owners, IT Disaster Recovery, Cybersecurity, Communications, Corporate Security, Facilities, Operations, and other partners to strengthen disruption readiness and coordinated response.
- Provide advisory and coordination support during incidents, disruptions, exercises, and crisis events, ensuring adherence to approved plans, priorities, escalation protocols, and decision-making thresholds.
- Monitor plan execution during exercises and events, identify gaps or deviations in real time, and support timely escalation of material issues and risks to leadership.
- Lead post-incident and post-exercise reviews, identify lessons learned, and oversee corrective actions and remediation items to improve future readiness.
- Assess emerging risks and translate complex or ambiguous disruption scenarios into practical continuity, recovery, and resilience recommendations.
- Develop and deliver BCM training and awareness activities tailored to different audiences, including executives, business area BCP leads, incident response leaders, and general staff.
- Build BCM capability across the organization by coaching business areas, supporting plan owners, promoting consistent practices, and influencing participation without direct authority.
- Apply strong program and project management practices to plan, coordinate, prioritize, and deliver BCM activities in a structured and timely manner.
- Lead or support technology and business projects as assigned, applying project management best practices to deliver strategic organizational outcomes.
Your experience and skills:
- A bachelor’s degree in Business, Risk Management, Information Technology, Emergency Management, or a related field is preferred.
- A minimum of five years of experience project management, risk management, disaster recovery, emergency management, incident management, or related discipline, including experience leading enterprise-wide initiatives and working with cross-functional stakeholders.
- Experience conducting Business Impact Analysis, risk assessments, dependency reviews, continuity strategy development, and business continuity or crisis management exercises is desired.
- Knowledge of business continuity frameworks, standards, and leading practices, such as ISO 22301, DRI, BCI, or equivalent.
- A recognized Business Continuity Professional designation from DRI International, the Business Continuity Institute, or an equivalent body is required or must be obtained within an agreed timeframe after hire.
- Demonstrated experience leading technology and/or business projects through all phases of the project lifecycle, including planning, execution, monitoring, and implementation.
- Strong business and technical acumen, with the ability to understand operational needs and translate them into feasible recovery strategies and technology recovery requirements.
- Experience working with related disciplines such as IT disaster recovery, cybersecurity, emergency management, incident management, communications, facilities, or corporate security is an asset.
- Strong relationship management and stakeholder engagement skills, including the ability to work effectively with senior leaders, business owners, technical teams, and cross-functional partners.
- Strong analytical and problem-solving skills, with the ability to identify gaps between documented plans and operational realities and recommend practical, cost-effective solutions.
- Ability to operate effectively at both strategic and tactical levels, balancing program governance and continuous improvement with hands-on execution of core BCM activities.
- Strong communication, presentation, facilitation, and advisory skills, with the ability to provide clear, practical guidance to business and technical audiences.
- High degree of initiative, independence, adaptability, and accountability, with the ability to manage competing priorities and respond effectively to evolving risks or urgent issues.
- Ability to handle ambiguity when managing resilience in a constantly evolving threat landscape.
- Availability to provide support outside of standard business hours during exercises or real-life incidents may be required.

Salary: $100,683.00 to $131,031.00 per annum (Salary Grade 13 including max supplement)
Successful candidate must reside in Alberta and be able to work in person from our Edmonton downtown or Calgary office as required. Final candidates are required to undergo a security clearance as a condition of employment.
