The Opportunity

Reporting to the Senior Supply Chain Manager, Indirect Procurement, the Contract Specialist will support the Information Systems (IS) categories and key IS projects across all North American business units.  The Contract Specialist, Information Systems (IS) specializes in and leads a portfolio of "spend sub-categories" related to technology and software applications.  The Contract Specialist is the singular expert in these spend categories. This includes continuous monitoring of emerging market trends, coordinating procurement strategies, managing vendor relationships, influencing demand for purchasing, and providing expert guidance within TC Energy and the Information Systems business unit.

What you’ll do

The role is accountable to execute the following: 

  • Demand Planning for software applications and professional services sourcing within each spend sub-category and ensure this is done via effective, specialized business intelligence forecasting. The role integrates relationships across the IS organization and the operating business units to ensure required procurement planning is informed by appropriate business unit program planning

  • Procurement (IS)Project sourcing where applicable.  The role provides strategic sourcing expertise to issue the required RFx process for services and or materials.

  • IS strategic sourcing and tactical procurement activities that includes software applications, IS hardware and IS professional services, focused primarily on operational enterprise IS indirect spend

  • Continuous Improvement The Contract Specialist draws on market research, network intelligence, and awareness of market trends to improve efficiency and effectiveness of long-term category purchasing

  • Identifies creative opportunities to consolidate software applications across the TC Energy enterprise organization

  • Makes recommendations to influence program implementation decisions that will permit these consolidations

  • Interprets, analyzes and communicates evolving trends, markets, and contexts as they relate to spend categories, and uses this information to design new go-to-market strategies for procurements

  • Contributes to policy recommendations that do not yet have precedent, in support of innovative contracting/procurement approaches that affect IS business unit purchases.

  • Stakeholder Engagement The Contract Specialist ensures effective sourcing within each spend category is strengthened with appropriate internal and external stakeholder

  • Leads complex stakeholder consultations and independently represents the IS Business Unit interests at internal meetings and working groups that will affect IS planned initiatives

  • Applies deep knowledge of stakeholders and program needs to resolve disputes and bring closure to complex procurement issues

  • Anticipates reactions to potential procurement approaches and works proactively to mitigate concerns among IS Business Unit and operating business units, and the supplier community

  • Influences IS Business Unit and operating Business Unit sourcing approaches by exercising a high degree of interpersonal skills, and by effectively positioning ideas and content.

  • Supports training/guidance on procurement and category management methodology

  • Provide reporting on delivery of savings and value objectives against agreed category management and strategic sourcing plans. 

Minimum Qualifications

  • A University Degree and/or designation in Business, or a Supply Chain program.

  • Minimum requirement of fifteen (15) years of Supply Chain Management sourcing experience in Information Systems and technology sourcing and contracting experience.

  • A combination of education and experience may be considered.

Preferred Qualifications

  • Experience with relevant SAP/Ariba/PowerBI modules

  • Knowledge and minimum five (5) years working experience with S4 Hana ERP system

  • Deep knowledge of major enterprise software suppliers’ products and skilled in supplier negotiation strategy design and execution to drive significant value creation

  • Understands internal strategy and approaches used by large enterprise software application suppliers and negotiation mitigation strategies to apply effectively.
