Our Community and Indigenous Engagement team is seeking an accomplished and passionate Manager, Community & Indigenous Engagement for our BC Region who will be accountable for leadership of the regionally based Community and Indigenous Engagement team.

The Manager is responsible for supporting the business in engagement and consultation/regulatory efforts for both major projects and operations, the development of sustainable long-term relationships and management of the related public affairs issues and opportunities with Indigenous Nations and groups, non-government organizations and municipal government officials in proximity to Enbridge Operations and projects in the BC Region. This includes leading regulatory engagement, advocacy and coalition building, issues resolution and lifecycle relationship building.

What You Will Do:

  • Support Enbridge’s business objectives by maintaining the company’s social license to operate; building and maintaining respectful lifecycle relationships with partners, communities and Indigenous Nations and groups and to identify and manage public affairs issues and opportunities associated with our projects, operations and business interests generally.

  • Lead the development and implementation of the BC Region Regional Engagement Plan (REP), Lifecycle Relationship Agreements, and numerous project engagement strategies for capital construction projects, maintenance and operations, asset management and the regional implementation of the corporate Indigenous Reconciliation Action Plan.

  • Provide support and services to new Business Development initiatives.

  • Ensure optimal project management including developing and implementing project plans and project budgets.

  • Provide timely public affairs support, advice and services to Enbridge BC Regional business to help them meet their strategic goals and objectives. This includes on issues with respect to Indigenous and Community Engagement, cultural awareness, consultation, relationships and partnership opportunities, economic inclusion, negotiations and issue and opportunity assessments. This also includes bringing the voice (interests and perspectives) of the communities into Enbridge for appropriate and timely consideration.

  • Support the development of regulatory strategy and participate in formal regulatory processes in support of projects. Ensures all pre-engagement and consultation is completed in support of provincial and federal permits.

  • Directly support engagement in the field with key Indigenous or community leaders, partners, Government representatives on high profile issues and negotiations and representing Enbridge at regional public events. This may include owning relationships with key leaders or partners or mentoring staff and working with the regional leadership, active participation with regional associations and groups that are relevant to our reputation and relationships in the region.

  • Manage and coach the BC Regional Engagement team, made up of engagement advisors, coordinators and contractors and support their career development and well-being.

  • Manage CIE BC Region team to ensure the achievement of expected outcomes. This includes delegating appropriate results and holding them accountable for delivery. This also includes ensuring that team members provide effective delivery of objectives to PAC clients.

  • Ensure the engagement with Indigenous Nations and partners in the region is consistent with Enbridge policies, principles, our lifecycle approach to engagement and our Indigenous Reconciliation Action Plan.

Who You Are:

You have the following education and experience:

  • University degree from a related post-secondary program and/or combination of education and work experience.

  • Preference may be given to a candidate who identifies as Indigenous (First Nations, Metis, Inuit).

  • 10 or more years of directly related work experience in Indigenous or partner engagement, preferably in the resources sector, particularly in the energy industry / energy transportation infrastructure sector.

  • Experience in leading and mentoring a team of engagement professionals

  • Very familiar with Indigenous history and culture.

  • Familiarity with applicable government and regulatory requirements, as well as present day issues and community dynamics.

  • Experience in and understanding of a large, public company with operations in multiple regions.

Technical Skills:

  • Specific experience in cross-cultural Indigenous, stakeholder and community engagement.

  • Strong knowledge of community engagement practices and organizational effectiveness strategies.

  • Ability to interact effectively and establish credibility and trust with a wide audience including Indigenous leaders and community representatives, field and corporate staff, external stakeholder groups, partners and contractors.

  • In-depth knowledge and direct experience in engaging with Indigenous communities, including on Indigenous history and rights, on cultural protocols and norms, on Indigenous politics and the ability to successfully engage with Indigenous people.

  • Speaking French or an Indigenous language is an asset.
