Our Quality group is currently looking to add a Quality Procurement Specialist to our growing team, based in Calgary or Edmonton, AB.

Reporting to the Director, Quality, we are seeking a detail-driven Quality Procurement Specialist who has knowledge and experience in supplier quality management and the review of materials and equipment for electrical utility construction. This individual has the proven skills, competencies and capacity to qualify and monitor vendors, verify that purchased material and equipment meet project specifications and applicable codes, and resolve non-conformances before they reach the field. This role will support transmission, distribution and substation projects across Canada, and includes periodic travel to project sites, laydown yards and supplier facilities.

Duties and Responsibilities
  • Be responsible for the quality assurance and quality control requirements applied to purchased materials, equipment and subcontracted services
  • Review purchase requisitions, purchase orders and technical specifications to confirm quality, inspection, testing and documentation requirements are correctly flowed down to suppliers
  • Qualify, audit and evaluate new and existing suppliers, and maintain the approved supplier list and supplier performance scorecards
  • Coordinate source inspections, factory acceptance testing (FAT) and third-party inspections, and review inspection and test plans (ITPs) submitted by suppliers
  • Review and manage supplier quality documentation, including material test reports (MTRs), certificates of conformance, mill certificates and manufacturing data books
  • Lead the non-conformance report (NCR) process for purchased goods, including root cause analysis, corrective and preventive action (CAPA), disposition and closure with the supplier
  • Coordinate with Supply Chain, Engineering, Project Management and site teams to resolve material quality issues, back charges, warranty claims and returns
  • Perform receiving inspections and support material preservation, storage and traceability requirements at warehouses and project laydown yards
  • Maintain quality records and metrics in accordance with the Valard Quality Management System and ISO 9001 requirements, and support internal and external audits
  • Identify and drive continuous improvement opportunities across the procurement-to-receipt process, and support the development of related procedures and training
  • Ensure that all work is carried out safely and in compliance with Valard health, safety and environment requirements

Requirements
  • Post-Secondary education in a related field (Engineering, Engineering Technology, Supply Chain Management, Quality Management or Business)
  • 3 years of related experience in quality assurance, supplier quality or procurement within construction, utilities, energy or heavy industrial manufacturing
  • An equivalent combination of relevant education and experience may be considered
  • Demonstrated experience interpreting technical specifications, engineering drawings, material test reports and certificates of conformance
  • Working knowledge of quality management systems and quality tools, including inspection and test plans, non-conformance reporting and root cause analysis
  • Microsoft Office including Outlook, Excel, Word and PowerPoint
  • Valid Class 5 driver’s licence and the ability to travel to project sites, yards and supplier facilities as required

Preferred Skills / Qualifications

  • Certified Quality Auditor (CQA), Certified Quality Engineer (CQE), CSCMP, SCMP or similar certification, or working towards one
  • ISO 9001:2015 internal or lead auditor training
  • Experience with utility construction materials such as conductor, insulators, hardware, steel structures, transformers, switchgear and cable
  • Familiarity with CSA, ASTM, ASME and CSA Z662 or applicable utility standards
  • Experience with JD Edwards, SAP or a comparable ERP system, and with supplier quality or document control software
  • Experience supporting projects in remote locations or in an EPC environment
