This is a one-year contract.

This role is a hybrid work arrangement. Work schedule to be discussed with the Hiring Manager according to the guidelines defined by the department.

Your role:

 

The Senior Manager, Strategic Supply Management is a key member of the Supply Management sourcing team, and reports to the Senior Director Sourcing – Supply Management. This role will involve working collaboratively with various components & management teams across our business and external third parties. 

You will show leadership and initiative to attain departmental objectives by leading with impactful sourcing activities that generates value and benefits to CBC. You will lead contract activities so they are strategically executed and documented on a day-day basis, in line with the global strategic plan as well as maintain healthy relationships with suppliers, stakeholders and Functional Experts within the organization. You will act as a subject matter expert in procurement and help the team and your peers in various projects.

The role is located in Toronto or Montreal.
 
Main responsibilities:

  • Propose and develop innovative tactics to support sourcing strategies.

  • Lead  activities on category strategies and associated plans, while ensuring that governance regulations are complied with CBC Procurement Policy and (Canadian Free Trade Act (CFTA); conflict of interests; etc.).

  • Vendor management skills, including supplier performance management and feedback as well as commercial contract management.

  • Build relationships and partners effectively in a collaborative manner with internal business units.

  • Operate  in order to maintain and foster an effective demand management pipeline by planning yearly & quarterly workload.

  • Act as a change agent in adapting Procurement Best Practices.

  • Focus on value creation through hard & soft savings, cost avoidance, operational efficiencies, increased value for money.

  • Proactively increase  spend under management identifying additional value creation opportunities.

  • Contribute, as required, with the development of internal dashboards, benchmarks and scorecards.

  • Ensure  and monitor state-of-the-art quality of service from suppliers.

  • Align sourcing function with corporate expectations (SLAs; key KPIs) while adhering to and reinforcing corporate policies.

  • Lead RFx sourcing projects as required, facilitating and managing the end to end process whilst providing support to the Business for such things as quality Scopes of Work and the Functional Expert groups that get engaged, e.g. Privacy, IT, IS, Sustainability, Risk, etc.

  • Oversee compliance and expiry of corporate contracts by business units.

  • Manage complex and high visibility files.

  • No direct reports at this time however the role may be required to manage personnel.

We are looking for a candidate with the following: 

  • Bachelor Degree, ideally MBA or Master in related field, or equivalent experience.

  • 10 years+ sourcing experience.

  • SCMA (PMAC) certification (SCMP or CPP) or equivalent, an asset.

  • Experience in strategic sourcing and Public Procurement.

  • General knowledge in Information Technology   and general knowledge of technology terminology and Acumen to be able to effectively manage contracting/negotiations/RFP drafting

  • Good system and process optimization experience with proven track record.

  • Strong communication and influencing skills.

  • A resourceful self starter, self motivator with strong critical thinking skills and has the ability to take a strategic position on a topic.

  • Good leadership skills, regular participant and be a contributor in discussions & team meetings

  • The ability to manage difficult conversations with the supplier community, Internal Business and support functions.

  • Working knowledge of finance and/or accounting (e.g. terms of budgeting, cost management, risk management, etc.).Business acumen and negotiation savvy.

  • Ability to adapt to the Corporation culture and how to best communicate procurement’s value internally and externally.

  • In-depth knowledge of sourcing and procurement principles, typical 7 step process and best practices.

  • Strategic mindset and problem-solving skills in order to negotiate solutions.

  • Change Management and Project Management experience & skills are assets.

  • Bilingualism is a strong Asset  

  • Willingness to travel on occasion, mostly between Toronto and Montreal.

  • Familiar with and capable of using various software packages, Google, Microsoft, ERP software, preferably Oracle Cloud Fusion. 

  • Knowledge of Crown Corporations and government agencies would be considered an asset.
