The Opportunity
The Contract Analyst supports pipeline and facility integrity and operations programs across Canada.
This role is responsible for developing high‑quality program and portfolio strategies aligned to Business Unit (BU) objectives. Working closely with BU stakeholders, the Contract Analyst develops clear and effective sourcing strategies, prepares award recommendations and decision summaries, and leads contract formation, negotiation, and administration. The role also manages sourcing events, oversees supplier performance, builds strong internal and external stakeholder relationships, and applies Supply Chain best practices while continuously identifying opportunities to drive value for the organization.
What you'll do
Develop high-quality strategies detailing how contracts are to be sourced and awarded, including understanding and applying market intelligence, the various commercial models available, and the criteria for evaluation of proponents
Lead and coordinate proposal analysis and proposal commercial evaluations in collaboration with the BU and other stakeholder groups
Develop, issue and manage sourcing events (RFPs, RFQ, RFIs, etc.) through SAP/ARIBA
Oversee management of the contract administration lifecycle (negotiation to issue / close) including amendments, change orders, supplier performance, supplier nonconformance reporting and financial reviews of supplier spend and limits
Negotiate contract commercial terms in alignment to the BU drivers, ensuring they also meet the requirements of internal stakeholders (i.e., risk, legal, project management, etc.) and TC Energy standards
Facilitate and manage a cross-functional team engagement model during contract negotiation, formation, administration and sourcing
Document and communicate to senior management all recommendations for contract award including commercial, technical or other impacting rationale
Understand and utilize various contract commercial models as required (e.g. lump sum, cost reimbursable (fixed, target), time and materials, and various other hybrid models)
Identify, understand, and compile internal demand in partnership with the BU
Form category / portfolio strategies for strategic or critical services or materials which are not directly managed under Category Management
Oversee maintenance of contract records in SAP and the Ariba Contract Management System, ensuring contract compliance requirements are consistently met
Collect, analyze and interpret market intelligence, ensure findings are factored into all strategies
Engage frequently with multiple internal and external stakeholders at various levels of leadership
Provide input and recommendations in managing commercially disputed contractual issues
Liaise between the BU and other Supply Chain departments or internal stakeholders; contribute to the positive relationship between the Supply Chain embedded teams and centralized Supply Chain teams
Conduct supplier performance management activities and hold periodic business reviews; develop, implement and sustain performance improvement plans for suppliers when required
Manage supplier performance scorecards owned by the team and facilitate regular supplier feedback discussions
Facilitate supplier qualifications as per the TC Energy supplier qualification process; manage existing suppliers qualifications requirements
Minimum Qualifications
A University Degree and/or designation in a Supply Chain Management program or related field of education
4 years of Supply Chain Management or related/relevant experience
A combination of education and experience may be considered
Preferred Qualifications
Direct supply chain experience with operating natural gas assets in Canada
Experience with SAP, Ariba, Power BI, Aravo and SharePoint
Intermediate to advanced knowledge of Microsoft Excel, PowerPoint and Word
Excellent written, verbal and presentation skills; able to distill concepts concisely
Aptitude and curiosity for technical topics (i.e. seek to understand what material/service is being sourced and why; how can we use tools and technologies to enhance our deliverables/service offering)
Project management skills including stakeholder, schedule, cost and meeting management
Experience developing, implementing, executing and sustaining Supply Chain strategies
Willingness to travel domestically and to attend meetings as required
