As a Risk Analysis & Diagnostics Engineer, you'll assess risks for pipeline and storage assets, support stakeholder management, and improve assessment tools under the guidance of senior engineers.

Support Facilities Program portfolio planning and optimization: translate project scope into actionable plans, identify milestones and risks, maintain master planning tool, assist front-end coordination and cost estimating, gather and analyze data to find inefficiencies, and coordinate and track improvement initiatives.

Lead development and execution of enterprise logistics sourcing strategies. Negotiate and manage supplier contracts and SLAs, optimize transportation and warehousing networks, drive logistics initiatives, ensure regulatory and safety compliance, partner with cross-functional teams, and monitor contract utilization and performance metrics.

Lead business development for liquids pipelines and terminals: identify and evaluate market-based projects, build customer relationships, develop business cases, negotiate commercial agreements, and coordinate cross-functional teams to secure senior management approvals.

Lead project controls across projects/portfolios including cost, schedule, forecasting, and performance management. Develop and improve controls processes, reporting, and KPIs. Deliver advanced cost and schedule analysis, variance analysis, and forecasting; support EVM or milestone-based measurement. Partner with PMs, engineers, contractors, and field teams to manage scope, change control, and financial governance. Provide mentorship to junior staff and drive standardization of project controls practices.

Support governance and execution of the regulatory compliance management program: monitor regulatory changes, maintain compliance systems and data (Enablon/Encompass), track permits and commitments, assist audits and evidence collection, and prepare reports and dashboards to inform compliance performance and risks.

Support monthly corporate accounting activities including posting journal entries, transactional recording, G/L reconciliations, variance analysis, financial reporting, ad hoc analysis, process improvements, and audit support.

Provide commercial and financial analysis for Westcoast pipeline initiatives, support budgeting and forecasting, assist tariff and regulatory activities, prepare assessments for business development and capital projects, and improve commercial processes and reporting across cross-functional teams.

Lead a dispersed team managing enterprise safety training, communications, and tools. Oversee development, implementation, continuous improvement, governance, and compliance of training programs. Drive alignment across business units, close gaps and risks, support safety strategy and planning, and ensure integration with stakeholders and change management processes.
