The Opportunity

The Corporate Services Contracts Team is responsible for overseeing TC Energy spend for all indirect (non-pipeline operations related) spend. Information Systems (IS) is a key component of the overall Corporate Services portfolio. This role is part of a team focused on IS strategic spend that covers software applications, software development consulting (professional services), hardware, SCADA systems, network projects, and telecommunications.

The Analyst, Information Systems (IS), specializes in and leads a portfolio of "spend sub-categories" related to technology and software applications. The Contract Analyst is the singular Supply Chain expert in these spend categories. This includes monitoring emerging market trends, coordinating procurement strategies, collaborating on internal relationships, managing vendor relationships, and providing expert guidance within TC Energy and Information Systems business unit.

What you'll do

  • Demand Planning for software applications and professional services sourcing within each spend sub-category. The role integrates relationships across the IS organization and the operating business units to ensure required procurement planning is informed by appropriate business unit program input

  • Procurement - The role provides strategic sourcing expertise to issue the required RFx process for services and or materials

  • IS strategic sourcing and tactical procurement activities that includes software applications, IS hardware and IS professional services, focused primarily on operational enterprise IS indirect spend

  • Applies knowledge of TC Energy supply chain systems (e.g., SAP, Ariba, BI Warehouse) to implement and track procurement projects

  • Translates program needs into appropriate solicitation documents, requirements documents, evaluation plans, and other procurement tools

  • Ensures appropriate procedures are followed for bid evaluation, including coordinating with clients and vendors throughout the tendering process

  • Conducts appropriate internal research (via internal subject matter experts, hosted RFx, contract database, data extracts, etc.) and external research (via direct supplier communications, available stats/indexes, subject matter experts, etc.) to inform requirements and recommendations

  • Determines recommendations for contract awards, negotiates to achieve contracts, and coordinates briefings and other approvals to delegated decision-makers in TC Energy business units

  • Ensures ongoing contract management through supplier performance management and business unit engagement

  • Provides expert advice in supplier contract disputes, minimizing escalations

  • Leads complex stakeholder consultations and independently represents the IS Business Unit interests at internal meetings and working groups that will affect IS planned initiatives

  • Applies knowledge of stakeholders and program needs to resolve disputes and bring closure to complex procurement issues

  • Anticipates reactions to potential procurement approaches and works proactively to mitigate concerns among IS Business Unit and operating business units, and the supplier community

  • Influences IS Business Unit and operating Business Unit sourcing approaches by exercising a high degree of people skills, and by effectively positioning ideas and content

  • Supports training/guidance on procurement and category management methodology

Minimum Qualifications

  • A University Degree and/or designation in Business, or a Supply Chain Management program

  • Minimum requirement of 6 years of Supply Chain Management sourcing experience in Information Systems and technology sourcing and contracting experience

  • A combination of education and experience may be considered

  • Strong relationship‑building skills with a proven history of collaborating effectively across functions and fostering a One Team environment

 Preferred Qualifications

  • Experience with relevant SAP/Ariba/Power BI modules

  • Excellent written, verbal and presentation skills; able to distill concepts and make them compelling and suitable for Director Level presentation

  • Aptitude for technical topics, i.e., when sourcing a technical material or service, candidate is naturally interested in learning technical details of the material/service, experience with terms and conditions
