Working in a fast-paced, deadline-driven environment, you will coordinate multidisciplinary teams including operations, estimating, business development, project controls, Indigenous Relations, and technical specialists to develop compliant, compelling, and client-focused proposals. Depending on the size and complexity of the pursuit, you may lead the full proposal lifecycle or provide specialized expertise in compliance, content development, and strategic messaging.
Reporting to the Director of Proposal Development, Industrial, you will play a key role in strengthening Bird’s pursuit capability by supporting continuous improvement initiatives, maintaining proposal best practices, and contributing to the development of high-performing proposal teams. You will also mentor junior team members and help foster a collaborative, quality-driven proposal environment.What You Will Be Working On
- Lead and coordinate the full proposal lifecycle for EOIs, RFQs, and RFPs, ensuring compliance with client requirements, internal standards, and submission deadlines
- Collaborate with operations, estimating, business development, and technical teams to develop strategically aligned, client-focused submissions
- Develop and refine proposal content, win themes, and messaging that clearly communicates Bird’s technical expertise, execution approach, and value proposition
- Manage proposal schedules, deliverables, and review cycles, including coordinating Pink Team, Red Team, and senior leadership reviews
- Ensure submissions are compliant, complete, and aligned with client evaluation criteria and procurement requirements
- Support major and strategic pursuits through content development, document coordination, and quality control
- Maintain and update Bird’s proposal content library, including project profiles, resumes, and technical content
- Support continuous improvement of proposal processes, templates, and tools to enhance efficiency, consistency, and competitiveness
- Facilitate lessons learned and contribute to the ongoing development of proposal best practices
- Mentor Proposal Coordinators and junior team members, supporting onboarding, training, and professional development
- Minimum 5 years of experience in proposal development, marketing, communications, or project coordination within the construction, engineering, or infrastructure industry
- Proven experience supporting and coordinating complex proposals, including EOIs, RFQs, and RFPs for industrial and infrastructure projects
- Experience working on projects in power, energy, nuclear, utilities, water and wastewater, oil and gas, chemicals, mining, and infrastructure sectors
- Understanding of construction procurement models, including collaborative models like Progressive Design Build, ECI, IPD
- Demonstrated ability to manage multiple concurrent pursuits in a deadline-driven environment
- Excellent writing, editing, and communication skills, with the ability to develop clear, persuasive, and client-focused proposal content
- Strong organizational, interpersonal and coordination skills, with the ability to work effectively with multidisciplinary teams
- Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) and Adobe InDesign for proposal development and production
- Experience with Adobe Creative Suite; proficiency in Adobe Illustrator for graphics and infographic development is considered an asset
- Experience with content management and collaboration tools such as SharePoint, CRM and Microsoft Teams
- Strong attention to detail, quality, and document control
- Ability to mentor and support junior proposal team members
