OVERVIEW:

Our Information Technology division plays a critical role in the delivery of business services at Alberta Blue Cross®. We are seeking a Senior System Analyst professional to join our Identity Solutions team.

The successful candidate will provide technical leadership, solution design, development, operational support, and consultation services for business-critical identity, authentication, authorization, security, and access management solutions. This role will work closely with business stakeholders, technical teams, project resources, and leadership to ensure the ongoing reliability, security, and evolution of Alberta Blue Cross' Identity Solutions portfolio.

WHAT YOU WILL DO:

Identity Solutions Leadership

  • Provide senior technical leadership and Identity domain expertise for Identity & Access Management services and related technologies, collaborating with Enterprise Architecture, Security, and project teams to guide solution design, support technology roadmaps, and ensure alignment with enterprise standards and business priorities.

  • Partner with business and technical stakeholders to evaluate requirements, identify risks, and recommend effective solutions.

  • Contribute to the design, implementation, enhancement, and ongoing support of identity and access management solutions.

  • Mentor and support team members through knowledge sharing, technical guidance, and collaborative problem solving.

Solution Delivery & Support

  • Lead the analysis, design, development, testing, implementation, and support of enterprise identity solutions.

  • Support Business as Usual (BAU) operations, sustainment activities, and continuous improvement initiatives.

  • Participate in and lead troubleshooting efforts for complex production issues and major incidents.

  • Conduct root cause analysis and recommend corrective actions to improve reliability and supportability.

  • Support project delivery, business enhancements, modernization initiatives, and strategic technology investments.

Security & Compliance

  • Support authentication, authorization, role-based access control (RBAC), and identity governance processes.

  • Participate in vulnerability assessments, audit activities, access reviews, and security investigations.

  • Assess technical, operational, and security risks and provide recommendations to stakeholders.

  • Support compliance with organizational security, privacy, and technology standards.

WHAT YOU WILL HAVE:

  • Bachelor's degree or diploma in Computer Science or a related technical discipline.

  • Minimum 15 years of progressive Information Technology experience involving enterprise application design, development, implementation, and support.

  • Senior-level experience with Java development.

  • Senior-level experience with PL/SQL development is considered a strong asset.

  • Extensive experience in identity, authentication, authorization, and access management technologies and practices. 

  • Strong understanding of identity federation, Single Sign-On (SSO), Multi-Factor Authentication (MFA), Role-Based Access Control (RBAC), and Identity Governance. 

  • Significant experience supporting Oracle Identity technologies including Oracle Internet Directory (OID), Oracle Access Manager (OAM), and Oracle Advanced Authentication (OAA).

  • Experience supporting business-critical production systems and participating in incident response activities.

  • Demonstrated ability to lead complex technical initiatives and provide consultation to business and technical stakeholders.

  • Strong communication, analytical, problem-solving, and decision-making skills.

  • Proven ability to build relationships, influence outcomes, and communicate effectively with both technical and non-technical audiences.

  • Commitment to collaboration, continuous learning, and delivering exceptional customer service.

PREFERRED QUALIFICATIONS:

  • Experience leading identity-related projects, security initiatives, and strategic technology investments.

  • Experience supporting Customer Identity and Access Management (CIAM) solutions, including customer registration, self-service account management, authentication, and identity verification capabilities. 

  • Knowledge of healthcare, insurance, or highly regulated environments.
