The Role
 
Our CEPS International Sector is currently seeking Subject Matter Experts in the following fields:
  • Refrigeration/Air Conditioning 
  • Electrical
  • Electronics
As a Subject Matter Expert (SME), this role is expected to work collaboratively with colleagues and other subject matter experts to create an atmosphere which is pedagogically sound, technically supported, and innovative in nature.  You must be able to demonstrate excellence in your communication skills, and organizational skills.

The SME will contribute technical expertise to support the assessment of vocational training institutions and programs as part of a multi-phase needs assessment project. Working collaboratively with the Project Manager and a team of other Subject Matter Experts, the SME will provide informed analysis and practical insights across infrastructure, curriculum, instructional practices, assessment systems, and industry alignment.

The SME will contribute across all three project phases: desk research, in-country institutional evaluations, and the validation of findings, as well as supporting the development of the final Needs Assessment Report.

Responsibilities

    Phase 1: Desk Research & Information Review (Canada)
  • Review SAIT and the client’s institutional documentation, including curriculum, equipment inventories, policies, and training materials.  There will be a focus on technical aspects (i.e. learning outcomes, assessments, labs and lab equipment) and broader program governance (i.e. industry advisory, lab development, budgeting and program development)
  • Analyze alignment between curriculum, competency frameworks, and industry requirements
  • Identify preliminary gaps in:
  • Training infrastructure and equipment
  • Curriculum design and delivery
  • Instructor qualifications and teaching practices
  • Assessment and quality assurance systems
  • Industry partnerships and employment outcomes
  • Prepare structured notes and technical observations to inform in-country validation
  • Collaborate with the project team to refine lines of inquiry for site visits
  •  
    Phase 2: In-Country Institutional Assessment (International - Outside Canada)
  • Participate in site visits to international TVET institutions, including classrooms, workshops, and labs to assess training equipment usefulness, maintenance and safety
  • Conduct structured interviews with instructors, administrators, and stakeholders
  • Observe live training delivery, assessment practices, and facility utilization
  • Validate Phase 1 findings through direct observation and stakeholder engagement
  • Assess real-world application of curriculum and instructional approaches
  • Engage with industry representatives (where applicable) to understand workforce needs
  • Document findings clearly and systematically for consolidation
  •  
    Phase 3: Needs Assessment Report Support (Canada)
  • Provide structured technical input, summaries, and clarification to the report writer and project manager
  • Validate findings, interpretations, and recommendations developed in the report
  • Participate in internal review discussions to ensure technical accuracy and practicality
  • Respond to follow-up questions during report development
  •

    1. Technical Domain Expertise

  • Deep knowledge in one or more relevant disciplines (Electrical, Electronics, Refrigeration & Air Conditioning)
  • Familiarity with industry standards, equipment, and workforce skill requirements
  • Ability to assess technical training environments and equipment relevance within international training spheres
  • 2. TVET Systems and Curriculum Expertise

  • Understanding of competency-based training and outcomes-based education
  • Experience reviewing or designing curriculum aligned to occupational standards
  • Ability to assess required training hours, learning outcomes, and practical skill development
  • 3. Instructional and Pedagogical Knowledge

  • Knowledge of effective teaching strategies in vocational education (e.g., hands-on learning, problem-based instruction)
  • Ability to evaluate instructional quality, learner engagement, and safety practices
  • Understanding of instructor development needs and training systems
  • 4. Assessment and Quality Assurance

  • Experience with practical and theoretical assessment tools (tests, rubrics, competency checklists)
  • Understanding of moderation, verification, and QA systems in training environments
  • Ability to evaluate fairness, consistency, and alignment of assessments
  • 5. Analytical and Advisory Skills

  • Strong ability to synthesize large volumes of qualitative and technical information
  • Experience identifying gaps and translating findings into actionable recommendations
  • Sound judgment in balancing SAIT or international best practices with local “in country” context
  • 6. Stakeholder Engagement and Communication

  • Experience conducting structured interviews and facilitating discussions
  • Ability to communicate clearly with instructors, administrators, and industry partners
  • Cross-cultural awareness and sensitivity in international environments
  • 7. Collaboration and Project Contribution

  • Ability to work effectively within a multidisciplinary project team
  • Willingness and ability provide structured input
  • Strong organizational skills for documenting observations and findings
  •  

    Additional Core Competencies

  • Experience working in or with Canadian and international TVET systems
  • Prior participation in needs assessments, audits, or program evaluations
  • Prior experience as a post-secondary TVET instructor
  • Previous experience in a post-secondary TVET program or department leadership role, with demonstrated ability to plan, manage, and implement program budgets and resources effectively
  • Industry experience in relevant technical sectors

Qualifications

    Required:
  • A valid Canadian passport, valid for the full duration of the commitment, plus an additional 6 months return (up to and including June 2027 and beyond).
  • Ability to legally work in Canada (i.e. possess a Canadian Work Permit) for the contract duration, which includes possession of a Canadian Social Insurance Number (SIN).
  • Certification(s):
  • Refrigeration/AC: Journeyperson with Interprovincial Red Seal Certification in Refrigeration.
  • Electrical: Journeyperson with Interprovincial Red Seal Certification in Electrical.
  • Electronics: Bachelor Degree in related area, and 5 years of relevant industry experience or equivalent. A graduate degree will be considered an asset.  Professional Engineer or qualification for registration with APEGGA is also considered an asset.
  • Experience:
  • 5+ years of practical industry experience.
  • 5+ years of teaching, supervisory or managerial experience.
  • 2+ years of direct leadership experience in a related field is preferred.
  • Proven ability to demonstrate leadership and conflict management skills.
  • Excellent project management, analytical and time management skills.
  • Expertise in broader areas such as program governance, industry advisory, lab development, budgeting, and program development will be considered an asset.
  • Previous international exposure is preferred.
  • Previous experience with curriculum development projects is preferred.
  • Desired:
  • Possess a strategic mindset and exceptional critical thinking skills.
  • Ability to work autonomously to manage multiple projects and meet deadlines.
  • Ability to read and interpret custom curriculum.
  • Previous group facilitation, training or public speaking experience is considered an asset.
  • Excellent communication skills, with strong written and spoken English.
  • Bilingual skills considered an asset (Bengali preferred).
  • Knowledge and familiarity of relevant cultures.
  • Positive and respectful attitude.
  • Certification from Instructional Skills Workshop (ISW) and SAIT Teaching Excellence Foundations (TEF).
  • Training and knowledge of adult learning fundamentals.
  • Experience with videoconferencing technology (MS Teams, WebX, Skype or Zoom).
  • Experience with a Learning Management System (Brightspace or Moodle).
  • Proficiency in MS Office Suite, including Word, Excel, PowerPoint and Outlook.
