Manages complex federal government bids and proposals from early opportunity development through submission and source selection. Plan and execute manual and automated testing for Health IT and interoperability solutions. Develop test strategies, integrate automated tests into CI/CD, validate data exchange (HL7, FHIR, C-CDA, IHE), test cloud/Azure-hosted apps, and ensure accessibility, security, privacy, and federal compliance while collaborating with developers and stakeholders throughout the SDLC.

Lead engineering, deployment, optimization, and administration of the organization's Splunk SIEM environment. Architect and implement Splunk Enterprise Security, RBA, apps, dashboards, alerts, and integrations. Mentor Tier II staff, manage Linux-based Splunk infrastructure, perform tuning and troubleshooting, and produce documentation and change management for large-scale enterprise solutions.
